In Kiev, law enforcement officers exposed the persons who took children abroad under the guise of a reproductive clinic. Under the guise of rendering services for assisted reproductive technologies using surrogate motherhood, malefactors from 2011 recorded foreign citizens as parents of children born in Ukraine.
Thus, foreigners exported children abroad. Identified the identity of several hundred surrogate mothers who used the services of the exposed clinic, says TSN. This was announced by the Chairman of the National Police Sergey Knyazev during a joint briefing with the Prosecutor General of Ukraine Yury Lutsenko.
The police also established the identity of the owner of the company and those who recruited surrogate mothers, kept records, converting and legalizing money received from criminal activities, paying wages, escorting and resettling foreigners, and advertising the clinic.
Also, the investigation recorded facts of evasion of violators from paying income tax in the amount of several tens of millions of hryvnias. The facts of evasion from the tax on personal incomes that provided surrogacy services have been established. On the revealed facts open criminal proceedings.
Law enforcement officers sent 16 international orders to other states on specific babies to study likely surrogate parents and conduct a DNA test.
In addition, Knyazev and Lutsenko appealed to the Verkhovna Rada and the Ministry of Health with a request to develop a clear regulatory framework in the matter of surrogate motherhood.
Earlier it was reported that Italian law enforcement authorities detained spouseswho, with the help of surrogate motherhood, illegally adopted a Ukrainian baby. Potential parents were not located on the territory of Ukraine and did not provide their biomaterials, while in accordance with the legislation in force the infant must have signs of at least one of the partners (the genetic material of the father or mother).
For the child, the couple paid thousands of euros to 32, and the surrogate mother received a reward of 6 thousands of euros. After DNA testing in Italy, they were detained, and the child was transferred to an orphanage.
The Prosecutor General also said that the Italian spouses "bought" the baby through the medical center Biotechcom. In addition, the firm made more than a thousand such transactions, and the surrogate mothers were predominantly women from the front-line zone, who thus earned a living. 16 in July, the firm’s employees were informed about the suspicion of an article on human trafficking and falsification of documents. They face 8 to 15 years of imprisonment with confiscation of property. The investigation will insist on arrest.
