Life after prison: how in the United States support those who stumbled

Now I'll sing another ode to America. But seriously, a huge respect to the government for the fact that it cares about its citizens, even if they once stumbled!
The United States has the highest percentage of prisoners in the world: now about 1% of the entire US population is in prison (this is 2,4 of a million people, according to the Census Bureau). With such a large number of convicts, the question of their further employment is extremely important.
What future awaits a person if he went to prison? In Russia, most likely, there is nothing special, it will be very difficult to find a normal job, and it will be even more difficult to prove something.
It also created a program in which citizens like this receive a discount for their future employer in 9000 $ when paying taxes for the year (perhaps not in all states, and perhaps in general only in California). Of course, some huge monopolistic companies are unlikely to fall for it, but small and medium businesses are not averse to reducing their tax expenses. Thus, a person after prison becomes more competitive in the labor market.
The opportunity to receive such a discount is suitable for several categories of citizens, including simply the poor or single mothers.
In general, America largely spoils its people ... I sometimes draw parallels and come to the conclusion that some, especially those who do not want to work and study and sit on the neck of the state, would simply not have survived in Russia.
